B_03.01 Entities signing the Contractual arrangements for receiving ICT service(s)
What this template is for
B_03.01 lists, per arrangement, the entities that signed it to receive ICT services, or signed on behalf of the entities using them. The full official title is "Entities signing the Contractual arrangements for receiving ICT service(s) or on behalf of the entities making use of the ICT service(s)".
Filling it in
- Reuse the reference numbers from B_02.01 and the LEIs from B_01.02.
- One row per arrangement and signing entity.
AFM clarifications
The Link field (0030) was added for the AFM's own Excel conversion in 2025. The ITS, the FAQ and the DORA data model do not require it, so it does not need to be reported in 2026 (AFM Q&A, March 2026 (opens in a new tab)).

- Link column: optional. Leave it blank, as the AFM allows for 2026, or enter
trueas in the EBA's sample package. Any other value is an error. - References: an arrangement missing from B_02.01 or an LEI missing from B_01.02 is a warning, because the data model does not name the target tables. The AFM still rejects it as error 807, so fix it before you file.
- Keys: each pair of arrangement and LEI may appear once.
- EBA rules: the EBA lists one rule for this template, and it is inactive, so it is not applied.

Official clarifications
- c0030 Link: AFM Q&A (March 2026), the one national-authority source in this spec: the field was created for the AFM's 2025 Excel-to-xBRL-CSV conversion, is not required under the ITS, FAQ or Data Model, and need not be reported in 2026. A reported value must still be true.
