From Excel to xBRL-CSV: the DORA package step by step

You keep your DORA Register of Information in Excel, and the AFM wants xBRL-CSV. This page shows the route from the workbook to the package, for a small firm that files with the AFM. It states only what the AFM and the EBA publish, and it says where our service fits.

The short answer

The route

  1. Collect the contracts. The register lists all contractual agreements with third-party ICT service providers. The AFM notes that the DORA definition of ICT services is broad. A free service without a contract does not need to be included (AFM Q&A (opens in a new tab)).
  2. Fill the workbook. The register is split into templates such as B_01.01 and B_01.02 (AFM Q&A (opens in a new tab)). Our service reads a workbook built on our own Excel template. You can download that template and start from it. If you reuse last year's file, note that submitting the 2025 version unchanged will likely give errors, although you may use it as a basis (AFM Q&A (opens in a new tab)).
  3. Check the data before you convert. The most common rejection is a broken link between templates (error 807). The AFM advises checking referential integrity before upload (AFM Q&A (opens in a new tab)). The checks we run cover this.
  4. Convert to xBRL-CSV. The result is a ZIP file with a folder of the same name inside. It holds CSV files and the report metadata that the EBA sample shows (AFM Q&A (opens in a new tab); EBA (opens in a new tab)). Filing with the AFM describes the file name and layout.
  5. Upload in the AFM Portal. On upload the AFM checks only the LEI of the reporting entity and the file name. The EBA validates everything else (AFM Q&A (opens in a new tab)).
  6. Read the feedback and file again if needed. The EBA feedback appears in the portal, normally within one business day (AFM (opens in a new tab)). Each new file needs a different name (AFM (opens in a new tab)).

Points that catch small firms

  • File name and ZIP. Codes 103, 701, 714 and 720 concern the ZIP, its folder, the supporting files and the LEI in the file name (AFM Q&A (opens in a new tab)).
  • Hidden folders. Some compression tools add hidden folders when you zip a package. That causes a rejection (AFM Q&A (opens in a new tab)). Do not unzip and re-zip the package.
  • Field B_03.01.0030. The AFM created it in 2025 only for its own Excel conversion. It is not required in 2026 (AFM Q&A (opens in a new tab)).
  • Providers without an LEI. You may enter another identification number. The AFM marks this as a data-quality issue, not a rejection (AFM Q&A (opens in a new tab)).

What no converter can promise

The European supervisors validate and accept the register. The AFM does not accept it (AFM Q&A (opens in a new tab)). A converter can check your data and build the package. It cannot guarantee acceptance. The converter checklist lists what the AFM tells you to look for, and where our service falls short.

Deadlines

The 2026 dates are on AFM deadlines and the filing cycle. The AFM has announced no date for 2027 (checked 30 October 2026).

How our service fits

You upload the filled workbook on the converter page. We validate it, explain each finding in plain language, and build the xBRL-CSV ZIP when the workbook is valid. You submit the ZIP yourself in the AFM Portal. See pricing for the cost.
